tl;dr ios 10 auto enables “wifi assist” which uses 3g/4g to make your wifi faster, turn it off to save data and avoid overages

Settings > Cellular > scroll all the way to the bottom > toggle

This isn’t just 10. I haven’t upgraded and I had to turn it off.
