But they are zubats from around the world.
They actually capture and sell those Pokemon from around the world! They are the Pokemon World’s number one Pokemon Poachers, capturing whatever they can in bulk to sell.
They just use the mostly common / cheap pokemon. You know, since they are so easy to get , it wont matter if they lose a few. They are easily replaced! (Remember how abusive and cruel TR was to pokemon?? Cmon look at their old sprites!) If they dare hurt a rare pokemon that Giovanni wanted, hed have their heads!
Team Rocket had a reason behind all the Rattata and Zubat and whatever else- because they were ‘cheap’. Giovanni could use whatever he wanted, and get whatever he wanted.
TR started the trend of the bad-guys-all-have-the-same pokemon, but not the leaders (and sometimes the admins). Maybe not for the same reasons, but its why all villain teams in future games are like that!
