What I can’t understand is what water is doing in that dumpster. Food, I can get. It can spoil in the heat, though I do see ‘Meal Ready to Eat’ and what he is holding up in the still shot does not look to have gone bad (though could have). However, while my Spanish is limited, he does not seem to say or imply that the supplies have expired or gone bad; that they are just being thrown away.
Again, however, the reason I think it is just being tossed for no good reason is because there is sealed bottles of water (from what I can tell) and that does not spoil.
So either someone on the ground is massively incompetent or there is another reason these supplies were thrown away.
Finally, a salute to Puerto Rico’s Secretary of State getting down in the trenches to figure out what the fuck is going wrong. Literally picking through the trash. Many elected officials are not so dutiful and dedicated to roll up their sleeves and get their hands dirty.
Sir, you have my respect. I hope you get to the bottom of this.

I try not to attribute to malice that which is easily explained by incompetence. That said, it could be malice. Either way, some heads need to roll. This is simply not acceptable.

Like I said, it could be. Considering the whole picture, it might even be.
To me, though, I think it’s the truck drivers. Some of the truck drivers could have said “fuck it, I’m not driving all that way into the interior on shitty roads away from my family for days” and dumped their loads. Some could even be they are selling the supplies to profiteer and dumping what can t be afforded to keep demand high.
I don’t think it’s a coincidence FEMA wants to send CDL drivers to Puerto Rico. I think a good portion of the islands truck drivers are being selfish or even profiteering.
But it could be a whole lot of things and my theory could be completely wrong. I’m just glad Puerto Rico’s Secretary of State is apparently a man of character and out investigating this shit.
