for people who cant afford to regularly take care of a dog, or who already have trouble taking care of just themselves, or who cant really fit a dog in their house but they want one

living animals need stability and that sounds like the opposite of stability. 

Alternative idea: Go visit dogs at shelters??? Even if you don’t have the time or energy to volunteer most organizations have a program where you can interact with the dogs?

Go interact with the shelter dogs. Please.
They need love too.

Is that bad for dogs if you don’t do it regularly?

I’ve seen a post about how that’s bad to do but it was about pet stores so I don’t know if it applies to shelters??

No, definitely not. Dogs are shelters need all the positive, appropriate attention they could get. I remember reading a study (that I can’t find now) that shelter dogs benefited drastically from just 15 minutes a day of having someone sit peacefully with them and pet them. It actually did more for them than other types of enrichment and exercise. So no, it’s fine to go see the shelter dogs – ask the staff which ones need attention and listen to their instructions about what’s appropriate interaction. It’s a great thing to do.
